Randall Secures 11 Amendments In Military Construction and VA Appropriations Package for Military Families
Puget Sound Naval Shipyard stands to benefit from funding increases for grid modernization, reducing traffic congestion, shipyard facilities improvements, and Child Development Centers
WASHINGTON, D.C. — Last week, the U.S. House of Representatives passed the bipartisan Fiscal Year 2027 appropriations bill for military construction and Veterans Affairs by a vote of 400-15. This is the first appropriations bill passed by Congress for FY2027. Congresswoman Emily Randall successfully got 11 amendments included into the bill to support military families across Washington’s 6th district.
“I've seen the challenges at these installations firsthand. Workers are stuck in traffic trying to get to the shipyard during shift changes, military families like so many others are struggling to access affordable child care, aging water infrastructure continues to strain naval installations, and veterans in rural communities are driving hours across my district just to reach specialty care appointments,” said Randall on the House floor last week.
She continued: “My amendments take practical steps to address these problems. They'll help strengthen electrical grid resilience in our public shipyards, improve industrial safety infrastructure, modernize aging water and wastewater systems, and improve transportation access around naval installations. This package also invests in military families through expanded child care capacity, workforce support spaces, and employment resources for military spouses — and importantly, one of my amendments would require an assessment of transportation barriers.”

The legislation would fund VA benefits, invest more than $2 billion in infrastructure projects for the Department of Veterans Affairs medical facilities and four cemeteries, and include $900 million for medical and prosthetic research.
It fully funds veterans’ health care, mental health services, and community care programs to ensure our veterans have the resources they need to thrive. The bill also strengthens quality of life for military families by investing in housing, childcare, and critical infrastructure projects.
Rep. Randall secured the following 11 amendments in the final appropriations bill. Each amendment strongly advocates for increased funding by the corresponding amount below for each program:
- Advocates for an additional $12 million for the Government Accountability Office to assess transportation barriers that veterans in rural communities have to navigate to access specialty health care.
- Advocates for an additional $5 million for food safety improvements at Naval shore installation dining facilities with limited kitchen infrastructure.
- Advocates for an additional $20 million for electrical grid modernization, backup power generation, microgrid capabilities, and energy resilience infrastructure upgrades at the Navy’s four public shipyards to support continuous maintenance, repair, and industrial operations.
- Advocates for an additional $10 million for roadway, parking, traffic flow, and multimodal transportation improvements on and surrounding Navy public shipyards to reduce congestion and improve workforce access during peak shift changes.
- Advocates for an additional $12 million for upgrades to aging water and wastewater infrastructure serving Naval shore installations.
- Advocates for an additional $8 million for modernization of locker rooms, break facilities, restrooms, and workforce support spaces used by civilian shipyard workers and apprentices at Navy public shipyards.
- Advocates for an additional $5 million for construction and modernization of career resource, workforce development, and employment support facilities serving military spouses on Naval installations.
- Advocates for an additional $15 million for Child Development Center expansion projects at Naval installations experiencing childcare waitlists for servicemembers and civilian personnel.
- Advocates for an additional $10 million for ventilation, lighting, fire suppression, and emergency response infrastructure upgrades in industrial and maintenance facilities at Navy public shipyards.
- Advocates for an additional $12 million for repairs and modernization of water, utility, roadway, and community infrastructure serving military family housing areas at Naval installations.
- Expresses the sense of Congress that access to affordable and reliable childcare is critical to military family readiness, retention, and quality of life for service members and civilian personnel.
Randall has been a steadfast advocate for military families across the Olympic Peninsula. Randall’s first ever stand-alone bill to pass the U.S. House and become law was the bipartisan ANCHOR for Military Families Act, which requires DOD to provide military families with timely information when they transfer duty stations. This legislation was adopted into the National Defense Authorization Act of 2026 and was signed by the president on December 18, 2025.
Washington’s 6th Congressional District is home to Naval Base Kitsap, the third largest Naval base in the U.S., Puget Sound Naval Shipyard, and the Tacoma Narrows Army Reserve. Randall represents over 70,000 veterans and 16,000 active service members across the 6th district.
